European electrolyzer manufacturers operate in an international competitive environment shaped, among other factors, by differing industrial policy frameworks. This session discusses strategies to strengthen European competitiveness and technological sovereignty, situates the potential role of trade policy instruments, and examines the tension between international technology cooperation and increasing competitive pressure. It also explores whether a complementary 'Made in Europe' program could be a suitable approach to addressing changes in global markets.

Throughout his career, Philipp has worked with various electrolysis companies, giving him a deep technical as well as business perspective on the hydrogen market.

Dr. Laurent Antoni is since 2023 the Executive Director of the International Partnership for Hydrogen and fuels cells in the Economy - IPHE a government to government partnership gathering 27 countries and the European Commission to develop a hydrogen economy. Laurent Antoni is also the Chair of the ISO TC197 Sub Committee 1 on hydrogen at scale and horizontal systems, Convenor of the ISO working group on the methodology for quantifying the carbon footprint of hydrogen and the former president of Hydrogen Europe Research and a former member of the Board of France Hydrogene.

Dr. Ruth Prelicz is a hydrogen and energy transition expert based in Oman, focusing on international hydrogen cooperation between Europe and the Gulf region. She currently heads the H2-diplo initiative of the German Foreign Office in Oman and serves as a guest lecturer in the Master's program on Hydrogen Economy and Technology at German University of Technology in Oman. Her work combines stakeholder engagement across government, industry, and academia with practical insights into Oman's emerging hydrogen sector, global supply chains, and international hydrogen partnerships. With industry experience in hydrogen storage, CCUS, and reservoir engineering, she has contributed to energy projects across Europe, the Middle East, and Asia, bridging technical expertise with policy and market perspectives across the hydrogen value chain.

Dr. Mike Enskat is an experienced international development professional and trustedleader in the fields of renewable energy, sustainable infrastructure, and climatecooperation. With more than 20 years of experience across energy, water, mobility, andgreen hydrogen, he has shaped global partnerships and programs that drive the transitiontoward sustainable energy and infrastructure systems worldwide.Since December 2025, Dr. Enskat is Director of IRENA's Innovation and TechnologyCentre (IITC) in Bonn, Germany, where he leads IITC's work to align systemtransformation, energy security and innovation-driven delivery. As formerly the Head of the Infrastructure Section (Energy, Water and Mobility) within GIZ's Department for Sectoral and Global Programmes. His work focused on the design and management of global initiatives commissioned by the German Federal Government, the European Union, multilateral development banks, philanthropies, and international partners such as the World Bank, IRENA, the World Economic Forum, and the Green Climate Fund. Dr. Enskat is recognized for his ability to build enduring partnerships and motivate high-performing teams through collaborative leadership and strategic foresight. He is a frequent speaker at international conferences on sustainable energy and infrastructure topics and has played a key role in the establishment of major multilateral initiatives, including the Africa-EU Energy Partnership, GET.invest, and the International Renewable Energy Agency (IRENA). He holds a Ph.D. in Political Science from the University of Heidelberg, where he specialized in the political economy of energy sector reforms in India, and a Master's degree in European and International Politics from the University of Edinburgh.

Management positions mainly for sales, product management and marketing in module manufacturing, inverter technology, quality & process control and for equipment suppliers. During these different positions and activities, a profound understanding of the renewable energy markets and technology was established. Since the beginning of 2023 as well in the field of production and installation of battery storage systems and hydrogen equipment and production in the RCT Group. RCT Hydrogen is now an important player to achieve LCOH levels for economical use of green hydrogen.
